CSWR is one of the 12 largest investor-owned water and wastewater utilities in the U.S., serving customers in 10 states, and Duncan oversees the company’s engineering processes, regulatory affairs and technology platforms as a member of CSWR’s management team.

The 2023 St. Louis Business Journal 40 Over 40 represents a broad spectrum of industries ranging from banking, education and retail, to healthcare, construction and more. Along with CSWR, companies represented within the 2022 class include such organizations as St. Louis City SC, Saint Louis Zoo, Enterprise Holdings, and Bayer, among others.
Duncan started with CSWR in 2018, as director of business operations, quickly climbing the ladder to his current role through an acquisition by Sciens Capital Management and the subsequent rapid expansion of the business. His primary responsibilities include providing executive leadership to the company’s regulatory and engineering activities across 10 states while developing strategy and initiatives for the company’s continued expansion efforts.
Since joining CSWR in 2018, the company has invested more than $300 million to acquire and transform critical water infrastructure using technology and innovation to bring safe, reliable, and environmentally responsible water resources to nearly 200,000 customers across Arizona, Arkansas, Kentucky, Louisiana, Missouri, Mississippi, North Carolina, Tennessee, Texas and Florida.

Duncan earned his Bachelor of Arts and Master’s in Business Administration from Washington University and is active in the metro-St. Louis community through his church and with local non-profits such as Mission: St. Louis.
