Central States Water Resources Appoints Ryan Silvey as Director of National Regulatory Affairs

Saint Louis, MO (February 14, 2025) – Central States Water Resources (CSWR), the 10th largest investor-owned utility in the U.S., is pleased to announce the appointment Ryan Silvey to Director of National Regulatory Affairs. In this role, Ryan will oversee regulatory compliance, policy development, and strategic
engagement with government agencies and stakeholders to ensure the CSWR continues to meet and exceed industry standards.

Silvey brings over 20 years of experience in public policy, with a strong background in utility regulation, legislation, and consensus building in both public and private sectors. Before joining CSWR, he was a member of both Missouri’s House of Representatives and State Senate, and he served as Chairman of the Missouri Public Service Commission where he played a pivotal role in regulating utilities, shaping legislation, and advancing infrastructure development.
