CSWR began operations in Missouri in 2014 before expanding its footprint to 11 states today. Missouri has numerous fragmented water and wastewater utilities operating throughout the state, making it a perfect fit for CSWR, which specializes in acquiring and reviving underserved water and wastewater systems in primarily smaller, often rural communities whose existing systems suffer from aging infrastructure and outdated technology.

Justin came to CSWR in April 2023 with 15 years of experience in the water industry, most recently having held the title Lead Plant Operator and Supervisor of Operations for the City of St. Charles Elm Point Water Treatment Plant. Just as he has advanced in his career from his first position in the water industry, Justin has quickly added considerable value with his contributions at CSWR. He joined CSWR as a Compliance Coordinator and earned his promotion to Regional Manager of Missouri in just seven short months.

Justin attributes his success in the industry to his “persistence to finish tasks despite any challenges or resistance,” as well as his vast knowledge of regulatory requirements at both the state and federal level, aiding in his ability to “come up with logical solutions to issues.”

With a proven track record of diligence in maintaining environmental compliance with water and wastewater processes, we are confident that Justin will excel as Regional Manager for the state of Missouri, contributing to advancing the company’s mission to provide safe, reliable, and environmentally responsible water resources for Confluence Rivers customers.
