Stephens has ten years of experience in water and wastewater utilities, starting as a wastewater treatment plant operator in Conroe, Texas. Most recently, Stephens worked as an area manager for Aqua America, Inc., where he managed operations and maintenance throughout the Northeast. With CSWR, Stephens will lead daily operations, oversee response to droughts, hurricanes and other natural disasters, and work with the Texas Commission on Environmental Quality to improve water systems for generations to come.
